Police and Military Crackdown After Women’s Protest in Lunda-Norte

For the first time since the end of war, in 2002, the Angolan government has soldiers patrolling the streets of a town and conducting house searches and arrests. Since June 15, soldiers of the Angolan Armed Forces (FAA) have been deployed in the diamond-rich town of Cafunfo, in Northeastern Angola, in the aftermath of a largely women’s protest, which took place on the same day. More than 15,000 citizens took to the streets in protest against the wave of brutal murders of female peasants, and the mutilation of their bodies in Cafunfo, Cuango municipality, in Lunda-Norte province. Blood Diamonds: Letter to President Dos Santos

Human rights defender Rafael Marques de Morais sent a letter to president Dos Santos, in his capacity as the highest magistrate in the country, on February 15, urging him to take action on human rights abuses. In the letter, the author denounced the failure of the Attorney General’s office in investigating cases of assassination and torture in the diamond-rich provinces of Lundas, in northeastern Angola. The Office of the Attorney General is, by law, a branch of the Presidency. Last November, the attorney-general’s office notified Rafael Marques de Morais that it had shelved the criminal complaint he had lodged a year earlier against nine generals, after a preliminary hearing. As body of evidence, Rafael Marques de Morais filed his book Blood Diamonds: Torture and Corruption in Angola, published in Portugal in 2011. Diamond Barons Sued for Destruction of Farmland

A ‘war’ between diamond mining interests and locals in northeastern Angola that has resulted in the destruction of 402 privately-owned fields of assorted crops in the last year alone, has forced the area’s traditional chiefs, or Sobas, to file suit against the mining conglomerate and six named individuals. The lawsuit, filed today, seeks redress for actions attributed to the Angolan diamond mining conglomerate, Sociedade Mineira do Cuango Lda. (SMC) and five of its managerial team: Artur Jorge Gonçales (President of the Board), Victor Nunes (Logistics and Security Manager), Filipe Luis (Administrative and Financial Manager), Mike Weir (Operations Director) and Firmino Valeriano (Deputy Operations Director). The complaint alleges criminal behaviour, including extortion and theft, and the violation of individuals’ property rights under Article 37 of the Constitution, and demands action by the Attorney General’s office to institute criminal proceedings against those responsible. Diamond Barons Destroy Food Crops

Several hundred Angolan peasants and their families reportedly face the prospect of a state-sponsored famine in the northeastern diamond region of Lunda Norte thanks to the decision to destroy villages, homes and crops to expand mining operations. The Angolan diamond mining conglomerate, Sociedade Mineira do Cuango (SMC) is accused of ordering the systematic destruction of hundreds of food crop plantations in the Cafunfo area (Cuango municipality), with the local MPLA administration ordering the compulsory removal of the villagers and destruction of their homes, cash crops and vegetable gardens. Villagers complain that compensation for their destroyed harvests is wholly inadequate, amounting to 60,000 kwanzas (about US $115) in the informal exchange rate) and some empty water barrels. “The peasant may have planted crops in an area of between one and four hectares, but each only gets a maximum of 60,000 kwanzas sum, regardless of the size of the area cultivated,” says […]

Machete Torture: More Human Rights Abuses in Diamond-Rich Region

“I am Angolan!”, the informal diamond digger keeps screaming in pain and in vain, while the guard repeatedly beats him on the palm of his hands with a machete. His citizen’s rights are ignored. As the guard becomes more violent, the victim screams for his mother repeatedly, but his humanity is ignored as well. “Shit! Pardon does not exist”, the guard who is commanding the beatings of up to ten miners, laughs louder. He is known as Bonifácio. Video evidence has emerged of vicious and sadistic beatings recently meted out to informal miners known as ‘garimpeiros’ by private security guards. The assaults took place just weeks ago in the diamond-rich area of north-eastern Angola. A Day in Court

The trial of Rafael Marques de Morais began on 24 March in Luanda, amid heavy security measures. In the opening session the defence learnt for the first time of new charges against the accused, for which no formal notification had been received. The trial was adjourned until 23 April to allow Marques de Morais and his lawyers to be formally notified of the charges and to examine their substance. The case initially involved eight charges of criminal libel,  stemming from the charge that Marques de Morais filed in 2011 against nine generals who are the owners of the private security company Teleservice and the diamond mining company Lumanhe, which is part of the mining consortium Sociedade Mineira do Cuango (SMC). Trial of Rafael Marques de Morais to Begin Tomorrow

Rafael Marques de Morais is to go on trial for criminal libel on Tuesday 24 March, facing up to nine years in prison and damages of $1.2 million. The charge relates to his exposure of human rights abuses in the diamond-producing province of Lunda Norte in north-eastern Angola. The hearing was postponed in December owing to the unavailability of witnesses. The Attorney General’s office has ordered Marques de Morais to appear in court at 8 am on Tuesday. Last week Marques de Morais was honoured with the Journalism Award from the London-based organisation Index on Censorship. Marques de Morais is charged with criminal libel for having exposed human rights abuses in the diamond-producing province of Lunda Norte in north-eastern Angola. The case has been brought by seven generals, led by the Minister of State and head of presidential security General Manuel Hélder Vieira Dias Júnior “Kopelipa”, as well as the generals’ fellow board members in two diamond companies, Sociedade Mineira do Cuango (SMC) and ITM-Mining.
