Electoral Fraud Allegations and Detentions in Bié

By António Capalandanda: UNITA is accusing the Provincial Electoral Commssion (CPE) in Bié of falsifying the consolidated results lists from polling stations and is contesting the provisional electoral results that give the MPLA a victory in the province, with 69.79 percent of votes. According to the provisional results, UNITA has 36.2 percent of the votes and CASA-CE has 0.98 percent. The UNITA spokesman in Bié, Kanjomba Leite, told Maka Angola that five false results statements had been found at polling station 029 (Helena de Almeida neighbourhood), polling station 11 (Boa Vista neighbourhood) and in one of the polling stations in Kunje in the Kuito municipality. Violence and Arson in Bié

On August 21, traditional community leader (soba) Arão Massanga Simão was beaten and struck on the head with a machete. He had allowed a UNITA flag to be hoisted in the village of Muyumba, which falls under his jurisdiction. Located in Sachenomuna commune, in the municipality of Cuemba, the village has more than 6,000 inhabitants, half of whom are on the electoral register. “At around 2pm, four National Police officers, armed with PKMs, came to my house looking for me. I did nothing. One of them hit me on the head with the butt of his rifle”, said headman Simão. US Oil Giant Chevron and Hazardous Pollution in Angola

Maka Angola has learned that the Angolan government has extended an exemption to its environmental protection policy to allow the US oil company Chevron to dump tons of hazardous oil waste directly into ocean shallows near the coast of Cabinda, its northern enclave. Marine experts describe the move as “an incomprehensible act” and are calling on President João Lourenço to enforce the law and ensure ALL foreign companies comply with the zero-discharge policy. UNITA Says 14 Provincial Results Invalid

Angola’s largest opposition party, UNITA, has declared that 14 of the country’s 18 provinces have not yet delivered results from last week’s elections in accordance with the law. UNITA’s intervention comes a day after the National Election Commission declared that the provincial verification process had been concluded, following voting on 23 August. Yesterday, the Constitutional Court also ruled against a complaint lodged by the Coalition for the Salvation of Angola (CASA-CE), which also ran in the elections. CASA-CE, like UNITA, demanded that CNE tally the votes in each province according to the electoral law. “The provincial verification carried out in terms of [the law] happened only in the provinces of Cabinda, Uíge, Zaire e Malanje,” UNITA’s Political Commission said in a statement issued on Thursday. Vote Counting in Angola Marred by Irregularities

The Angolan National Electoral Commission (CNE) announced yesterday that it has already processed the tallying of the final results of the August 23 elections in 11 of the 18 provinces, according to its spokesperson, Júlia Ferreira. These are the provinces of Bengo, Benguela, Cabinda, Cuando-Cubango, Cunene, Huíla, Kwanza-Norte, Kwanza-Sul, Luanda, Moxico and Zaire. However, the Angolan opposition parties claim that 11 of the country’s 18 provinces – Bengo, Bié, Cuando-Cubango, Cunene, Huambo, Kwanza-Sul, Luanda, Lunda-Norte, Lunda-Sul, Malanje, Moxico – have still not verified their results as the law requires. Reports of bizarre behavior by the Angolan President’s loyal henchman, General José António Maria, aged 74, have become so frequent that people are openly questioning whether the elderly security head honcho is succumbing to senility. Already past the official retirement age, the man better known as General “Zé Maria” remains the head of the Military Intelligence and Security Service (Serviço de Inteligência e Segurança Militar, SISM) despite the concerns for his mental health. Once again his unprofessional behavior towards female employees is causing a stir in Luanda. The General is a notorious womanizer, who propositions almost every woman he encounters. Angola’s Greatest Work of Fiction: The Budget

A much-lauded cartoon by Angola’s premier pictorial satirist Sérgio Piçarra recently depicted the state of the country’s economy, thanks to José Eduardo dos Santos, the country’s President for the past 37 years. In his depiction, Angola has a ‘Real Economy’, and a ‘Virtual Economy’, but there is an even third one, the ‘Fictitious Economy’. It’s a reflection of a truth: every year the Angolan state budget (Orçamento Geral de Estado) is a mixture of the actual (real), anticipated (virtual) and the ‘only on paper’ (fictitious) spending for the year ahead. Now insiders say the 2017 Budget strays even further from reality than usual. One example: Angola expects to spend more than 1.7 billion kwanzas (US $6.5 million) on maintenance of the memorial to Agostinho Neto, the country’s first post-independence president. Earlier this month graphic pictures emerged from Angola of the killing of 14-year-old Rufino António, shot in the head at close range by a soldier enforcing demolitions in the poor neighbourhood of Walale, south of the capital, Luanda. This is not an isolated incident. The Angolan authorities have commonly resorted to sudden mass demolitions of entire neighbourhoods to clear the land for redevelopment, with little or no regard for residents’ legal rights, or even their lives. Sometimes there are legal grounds for these actions, such as slum clearance within the ambit of the Luanda Development Plan – a scheme praised by international urban planners unfamiliar with the reality of how it is being executed. The Children’s Corridor of Death in Angola’s Second Hospital

There are more than 40 people in the room, most of them sitting or lying on their cotton wraps on the floor. The heat is unbearable, as is the stink of sweat and dirt.  The windows are permanently left wide open to try to offset the stifling, oppressive atmosphere. It doesn’t help.  Just outside the windows at the back of the building, broken sewers add a horrible, nauseating stench to the air.  This sorry scene is repeated in every ward in the paediatric block, where relatives lie prostrate the length of the corridors, unable for lack of space to get any closer to their sick children.
